JSA Planning began as John Spain Associates. Built on a foundation of professionalism, credibility and trusted expertise, our firm has grown into one of Ireland’s leading independent planning and development consultancies.

Today, our multidisciplinary team brings extensive experience in both leading and managing complex projects, as well as smaller-scale initiatives, across the statutory planning process for public and private sector clients nationwide.

Our portfolio spans urban development projects, large-scale housing schemes, mixed-use regeneration strategies, industrial and energy-related developments, infrastructure projects, masterplans and submissions on statutory development plans and local area plans.

More than 25 years later, we remain a leader in planning consultancy—yet our story is one of continuous growth and evolution. Our Leadership

JSA Planning underwent a leadership transition in 2025 as founder John Spain stepped down as Managing Director and Paul Turley, with JSA Planning since 2006, was appointed to the role. Paul’s extensive experience and deep commitment to the company’s values and vision ensured steady leadership and continuity.

As part of the ORS Group and under a collaborative leadership team, we have embraced change: expanding our services, welcoming new talent and creating a culture of transparency and innovation. Today, JSA Planning is more than a consultancy—we are partners in shaping sustainable, future-focused developments that leave a lasting positive impact on communities.
