Clonburris Strategic Development Zone (SDZ)
Overview
The Clonburris Strategic Development Zone (SDZ) in South Dublin was designated for the development of a major mixed-use scheme, including provision for up to 15,000 residential units. JSA Planning played a key role in the preparation of the original planning scheme on behalf of a major landowner, working closely with South Dublin County Council and presenting evidence at the An Bord Pleanála oral hearing that led to scheme approval in August 2008.

JSA Planning Role
JSA Planning have continued to advise on all planning aspects associated with the long-term development of the Clonburris lands. This has included preparation of submissions to the Balgaddy/Clonburris LAP and SDZ updates, and provision of planning consultancy services for a series of applications within the SDZ. These applications—located in the Clonburris South West Development Area between the Grand Canal, Fonthill Road, and the Dublin–Cork Railway Line—have included planning reports, EIARs, pre‑planning discussions and strategic planning advice. To date, the applications comprise approx. 1,900 dwellings, including apartments, houses and duplex units, as well as the first phase of the Clonburris Urban Centre accommodating retail, commercial and community floorspace.
Outcome
The evolving development at Clonburris delivers significant new housing supply alongside vital urban centre functions. Applications brought forward by JSA have delivered major public open space, including amenities along the Grand Canal and Fonthill Road, and the creation of a landmark urban square within the new town centre. JSA remain actively involved in the ongoing planning and implementation of this nationally strategic development area.
