Overview
JSA Planning were proud to provide planning consultancy services to Twinlite for the comprehensive regeneration of the strategically located Phibsborough Shopping Centre site in Dublin 7. The mixed-use development will transform an underutilised District Centre zoned site into a vibrant new urban quarter, , which in addition to the existing uses being retained, will comprise: the adaptive reuse and extension of the landmark Phibsborough Tower as a 150-bedroom hotel, 411 purpose-built student accommodation bedspaces, 23 cost-rental apartments, new retail and café/restaurant uses, together with a significant new civic plaza and extensive public realm improvements. The scheme forms a key part of the wider regeneration of Phibsborough, integrating closely with surrounding developments including Dalymount Park and public transport infrastructure.
JSA Planning Role
JSA Planning directed the overall planning strategy, coordinated the multidisciplinary consultant team, and managed the planning application process from inception through to decision. A key planning challenge was delivering a comprehensive mixed-use regeneration on an operational shopping centre while coordinating with multiple public infrastructure projects and existing occupiers. The scheme also required the adaptive reuse of the iconic Phibsborough Tower, balancing heritage, sustainability and placemaking objectives with the delivery of a new high quality hotel. Through extensive engagement with Dublin City Council and key stakeholders, the proposals evolved into a coordinated regeneration strategy that delivers compact growth, high-quality architecture and significant public realm enhancements.
Outcome
Planning permission was granted by Dublin City Council in July 2026, 8 weeks after the application was lodged and no third-party appeals were lodged, a reflection on the significance of this landmark regeneration project.
This development represents one of the most significant regeneration projects currently progressing in Dublin 7, revitalising a long-established but underutilised shopping centre into a vibrant mixed-use destination.
