Overview

Planning permission granted by Dun Laoghaire Rathdown County Council for the rejuvenation of Frascati Centre, which comprises primarily of the expansion of the retail, retail services and restaurant / café floorspace through the partial demolition and extension of the shopping centre to the north-east and north-west of the existing footprint. A considerable element of surface car parking is removed, and a lower ground and podium level of car parking is provided for. In addition, upgrades to the traffic and access arrangement on Frascati Road are provided including an enhanced pedestrian crossing.

JSA Planning Role

JSA Planning were appointed as planning consultants to provide planning consultancy services, prepare an Environmental Impact Statement, a Retail Impact Statement and all accompanying planning application documentation for the rejuvenation of this District Centre for additional retail, retail services and restaurant / café floor space.  JSA Planning also provided an overall project coordination role for the entire project team, which included NMA Architects, Barrett Mahony Consulting Engineers and BSM Landscape Architects, up to planning approval. JSA have been the planning consultant for on-going planning applications for the Centre including subdivision of Anchor Unit 1 to facilitate retail operator, Homestore & More, and applications for change of use applications to facilitate tenants; Blackrock Medical Centre, AIB, Yogahub and F45.  

Planning permissions were subsequently granted by Dun Laoghaire Rathdown County Council, and upheld An Bord Pleanala, for residential development above the Shopping Centre. All applications were subject to an Environmental Impact Assessment. These permissions were achieved in three separate phases as follows: 

  • Phase 1: 45 Units over 3 storeys, from second to fourth floor level, over the permitted ground and first floor levels of retail / restaurant floorspace. This permission has been implemented and complete. 
  • Phase 2: 39 apartments in three separate blocks, ranging in height from 1 to 4 storeys, around a central podium level community amenity area, atop a three storey car park. 
  • Phase 3: 82 units and a creche above the existing ground floor level and surface car park of the Centre, overall finished heights will range from 3 to 7 storeys.

Outcome

The residential development is of a high-quality architectural design and has been designed to complement and integrate with the Centre. The residential development positively contributes to providing a diverse mix of uses and further enhances the rejuvenation of Frascati Centre. The development contributes to the current demand for high quality residential accommodation in the Greater Dublin Area and better utilise a District Centre zoned site overlooking Dublin Bay which is also strategically located on a public transport corridor.
