Overview
In 2019, Waterford City & County Council commissioned JSA Planning to prepare a new Retail Strategy for the combined city and county administrative area. This was the third retail strategy prepared by JSA for Waterford, and the first for the amalgamated city and county.

JSA Planning Role
JSA undertook:
- Shopper, household, and floorspace surveys in 2019
- Analysis of recent retail expenditure data, including online sales figures for Irish retailers (a first for such studies)
- Review of retail trends nationally and internationally
The research highlighted: - Significant volume growth in retail sales despite relative monetary decline
- Increasing importance of online sales, though still low compared to international standards
- All survey work was completed pre-COVID-19, with future impacts on retail patterns noted as uncertain.
Outcome
The final report was submitted to Waterford City & County Council in summer 2020, providing a robust evidence base to inform retail planning policy and development strategies for the region.
